Budapest, amazing location for an amazing tournament

Gallini Budapest Cup gives the chance to our football friends to enjoy the beautiful Hungarian capital, combining great football and fun leisure activities.

Budapest Cup is an official qualification tournament of the worldwide popular Gallini Cup: winners will automatically qualify to the next edition without registration fee for the team. In addition there will be free rooms for coaches, discounts for players and a lot of gadgets.

The tournament

Gallini Budapest Cup is a youth football tournament for teams of any level. Every year more than 50 teams take part, including some of the best football schools of Eastern and Central Europe. 

Accomodation

Our guests are hosted in good hotels and can enjoy discounts in water parks and thermal baths such as Aquaworld, one of the largest water parks in Europe. Here participants could have the best time, being just few minutes from the stadium and having fun with slides and in their free time.

Safety

At Gallini Budapest Cup we take the safety of our participants very seriously. An ambulance is always located at the sport centers, ready to take action in case of emergency. Covid-19 precautions will be taken in full respect with FIFA and Hungarian regulations.

Referees

At every match there are three official referees from the Hungarian football federation (MLSZ), even from the qualifying round. At Gallini Budapest Cup there are not amateur referees, but just experienced professionals.

Venues

Budapest is one of the top European destinations, with amazing modern sport facilities. 
The tournament take place in the training center of Ujpest, near the city center of Budapest.
Half football pitches have real grass and the others have last generation artificial turf.

Regulation

1. Rules

1.1 Organization
ASD Torneo Internazionale Giovanissimi – MMSport organize the international football tournament called Gallini Budapest Cup #8. The tournament takes place in Ujpest (Budapest) on the 16-18 June 2023, as specified in the program of the matches.

1.2 Sport Centers
The addresses of pitches are:
– Bánka Kristóf Sport Center: Fiumei ùt 2, 1044, Ujpest, Budapest, Hungary
– UTE Sport Center:Tabor Utca 24, 1046, Ujpest, Budapest, Hungary

1.3 Grand Prize
Winners of all categories get a wild card to participate to Gallini Cup in Italy 2024, during the Easter holidays in Pordenone. Winners of the Gallini Budapest Cup will be able to participate to the Italian Gallini Cup with some advantages.

2. Category of participation and age limits

2.1  Authorisation
The tournament is reserved to soccer players belonging to their category. Players must be regularly enrolled in their own Federation. Foreign teams must have the authorisation letter of their football federation to be able to take part to the tournament.

2.1  Age
This event is reserved to:

  • U10 | boys and girls born in 2013 and 2014
  • U11 | boys and girls born in 2012 and 2013
  • U12 | boys and girls born in 2011 and 2012
  • U13 | boys and girls born in 2010 and 2011
  • B14 | boys born in 2009 and 2010
  • B15 | boys born in 2008 and 2009


Every team can register 2 overage players (+1 year)

3. Loans

Max 5 (five) loans per team are allowed. They are valid for the entire tournament with a regular permit by the owning Club, that can’t be one of the participating teams. Loans are not interchangeable.

4. Players List

4.1 Tournament list
Every team taking part in the tournament must present to the Organising Committee the final list of players at least 60 minutes before the start of the first match:
– U10 and U11: max 15 players
– U12: max 20 players
– U13, B14, B15: max 25 players

Changes to the list are strictly forbidden after its delivery.
Along with the list of players, passports or player cards (originals, no Photostats!) must be shown for identification purposes.

4.2 Identification
All players and staff must show their original identification documents (ID or Passport) to the referee upon request.

IDs will be checked occasionally and anytime the opponent team will ask for it.

Players not included in the tournament list can’t join the tournament.

5. Substitutions

5.1 Category U10 – U11 – U12
Flying substitutions are allowed at any time during the match.
The player that has been substituted can return on the pitch during the same match.

5.2 Category U13 – B14 – B15
It is not allowed to substitute a player and put him back on the pitch again a second time during the same match.
Flying substitutions are not allowed.
7 substitutions are allowed in each match.
Each team can stop the match no more than 3 times, to make a maximum of 7 substitutions in total.
Changes can be done also during half time, leaving the 3 slots still available to each team.

6. Participating teams

At the tournament can play all the invited teams.

7. Competition

7.1 Tournament formula
Teams are divided into groups of 4 or 5 teams each where they all meet in a round robin serie.

7.2 Qualification rules
The best two teams of each group will go to the playoff A.
The other teams in the group will advance to playoff B.
A draw in the playoff will be decided by penalty kicks according to the FIFA rules.

8. Ranking

8.1 Ranking criteria
– 3 points for winning
– 1 point for a tie
– 0 point for losing

8.2 Ranking rules 
If two or more teams have the same number of points, the order will be decided as follows:

  1. result of the direct match
  2. goal difference in direct matches
  3. highest number of goals scored in direct matches
  4. total goal difference
  5. total highest number of goals
  6. draw
9. Playing time and sizes

9.1 Duration of the matches
U10 | 22+22 minutes
U11 | 22+22 minutes
U12 | 25+25 minutes
U13 | 25+25 minutes
B14 | 25+25 minutes
B15 | 25+25 minutes

9.2 Dimensions of the pitch
U10 | 7v7
U11 | 7v7
U12 | 9v9
U13 | 11v11
B14 | 11v11
B15 | 11v11

9.3 Dimensions of the ball
The U10, U11 and U12 will be using balls n.4.
The U13, U14 and U15 will be using balls n.5.

10. Penality kicks

If a direct elimination match ends with a tie, winners will be decided by taking 5 shootouts from the penalty mark, in accordance with the procedure laid down in the Laws of the Game.

11. Extra time

The are no extra-times. In case of a tie, to establish the winner there will be penalty kicks performed as shown in article 10.

12. Offside

Standard offside rules apply on cat. U12, U13, B14 and B15 as described by FIFA regulations.

13. Backpass
Goalkeeper is always allowed to kick the ball over the halfline. If the ball goes out sideways, it must be played by the counter team by hands.
14. Goal kick and throw
Goalkeeper can’t receive by hands a backpass from a teammate.
15. Choise of the jersey
In each match, the first team (Home Team), as stated in the official program, will retain the choice of the jersey.
16. Referee

The matches will be directed by official MLSZ (Hungarian Referee Association) referees and assistant referees.

17. Commitee

There will be a committee for the tournament responsible for any dispute, protest, complaint or any unexpected circumstamce
The committee direction will be announced to the participating teams before the tournament.

THE COMMITTE WIL NOT ACCEPT COMPLAINTS OR PROTESTS ABOUT REFEREES DECISIONS.

The committee will inform the appropriate National and International Federations, that will take appropriate measures, to every player and member of the participating teams guilty of unsporting conduct during the tournament.

If you have comments about the referees you can leave your feedback to  MLSZ (Hungarian Referee Association).

18. Tournament regulation

The tournament regulation is managed by the sport judge in charge or his substitute from the appropriate commitee.

19. Sanctions

The player sent off during a match can not play in his team’s next match.

Two yellow cards in different matches will not cause the disqualification to the next match.

20. Complains

Appeals must be presented to the Commitee no later than 30 minutes after the end of the match accompanied by a fee of 50€ (Euro fifty); copy of the appeal must be delivered to the counterpart no later than 30 minutes after the end of the match.

21. Insurance

21.1 Coverage
It’s up to every team taking part at the Tournament to insure their players. The Organizing Committee of the Tournament is responsible of the regularity of the insurance.

21.2 Responsibility
By registering to participate in Gallini Budapest Cup, the team manager in charge must have the necessary authority and permission from the participants, the participants’ guardians and the registered association. Participation in the tournament is at the participants’ own risk and the team manager in charge is responsible for all participants whom the team manager has registered, which should be included in the list of participants.

The team manager in charge is obligated to ensure that all participants are insured on the pitch. Each participant is responsible for his/her personal insurance off the pitch. Participants from countries that have no medical insurance agreement with Italy must have personal medical insurance. Neither Gallini Budapest Cup nor the organizer has collective insurance to cover injuries, illness, theft or damages.

Neither Gallini Budapest Cup nor the organizer is responsible for compensation and they are also not responsible for financial losses or damages that may occur due to events outside the control of Gallini Budapest Cup or the organizer, such as war-like events, fire, flood, interruptions in public transport connections, government actions, strike or other similar circumstances.

22. I.F.A.B.

All the matches will be played according to the rules of International Football Association Board (IFAB).

23. General rules

For what is not included in this list of rules, the dispositions of the Federal rules are valid as far as they’re compatible together with the ones written on Official Communication N° 1 of the Youth and School Sector related to this sport season.

24. Privacy and media

Every participant accepts to be photographed and video-recorded by the organization, agreeing to leave to the tournament the rights to publish its contents online.

25. Behaviour in the hotel

The team manager, as indicated on the tournament’s list, is responsible for any damage caused by their players.
A credit card might be asked at the check-in, to be used in case of damages, extra services or consumptions.
Consumption of alcoholic beverages is absolutely forbidden for all players.
It’s strictly forbidden to wear football shoes in the hotel.
Silence is prescribed in each hotel between 11 p.m. – 6 a.m.

26. Cancellation policy

26.1 Cancellation due to Covid-19
If the tournament will be cancelled because of Covid-19 all teams will be fully refunded, deposit included.

26.2 Group cancellation
The deposit is 50% refundable only for those who cancel at least 4 months in advance.
In case of group cancellation, the final payment (to be done 1 month before the arrival) is not refundable.
So if the team doesn’t arrive in Budapest for any reason (flight cancellation, broken bus, people tested positive to Covid, etc.), there will be no be refunds.

26.3 Individual cancellations
Single cancellations (sick player, last minute injuries, etc.) can be refunded in cash upon arrival as follows:
– 100% refund if we will be informed at least 1 week before the arrival;
– 50% refund if we will be informed at least 48 hours before the arrival;
– no refunds for cancellations made less then 48 hours before the arrival;
